Looks very like one of the Romney Hythe and Dymchurch Railway locos.

Yes, this is their no. 7 "Typhoon", GN outline two-cylinder (formerly three-cylinder) 4-6-2 Pacific locomotive, designed by Henry Greenly, and built by Davey Paxman & Co., (16043) in 1927.
The rhdr web site provides full details of this locomotive, which weighs 8 tons 10 cwt.
