This is actually an Electric Unit. It would have been built around 1938 for London Transport for their Underground and then sold to British Rail in 1988 for use on the limited clearance Isle of Wight line.

They were built as 3 and 4 car sets and one of each were normally coupled together as a 7 car train. The ones sold to British Rail were reduced to 2 car sets. This tube stock was called 1938 stock and were used mainly on the Bakerloo (1940 - 1983), Northern (1938 - 1984 then a few put back in service 1986 - 1988) and Piccadilly (1945 - 1975). One three car set saw use on the Central (Epping - Ongar). The 1938 stock was also used for a short period in the 1970s on the East London Line and for the very first couple of months on the Jubilee when it opened (the Jubilee took over one branch of the Bakerloo in 1979).

These trains were well known for their comfortable seats which incidentally saved many lives in the worst accident on the Underground at Moorgate in 1975. Sadly 43 people died when a 6 car train of 1938 stock hit the dead end wall at the station and this caused the first 3 cars to concertina. When the train crashed a lot of the surviving passengers were thrown on the floor with the seat cushions falling on top of them, the cushions thus protected them when the cars were crushed.

I think the picture is actually taken at Shanklin, the Southern terminus of the Island Line.
38 stock were running on the Bakerloo Line from 1985 to 1987 to cope with the re-introduction of services to Harrow & Wealdstone
