Is this a ballast tamping machine? At Newton Abbot

Running through Newton Abbot is this strange machine which I believe is used to tamp down the track ballast. Seen on the 24th August 2007

It is a Plasser & Theurer 08 "Compact" tamper, that can be used on plain line or Switches and Crossings. It measures the track for cant, alignement and leval and once measured will automatically lift, align and set the correct cant for the track. The photo shows the front of the machine and when working it would travel towards the camera.
