What scale would this be?

Added by Dave Forbes on 21 December 2011.
Googling found that this locomotive was built for 20 inch (510 mm) gauge by Hudswell, Clarke and Company in 1932 as a diesel-powered replica of the L.N.E.R. Pacific class steam locomotives designed by Sir Nigel Gresley. No reference to scale, however.
